Organizations are now recognizing that alternative drivers, such as economic status, social factors and physical environment are also key influencers in health outcomes. Many organizations are attempting to show value by measuring the volume of transactions and some are trying to showing how HIE's can create greater efficiencies from a cost savings perspective. These efforts are likely to fall short of what’s truly needed.

Adopting the rigor of a continuous process improvement approach to measure the value of investments is necessary to ensure continued sustainability of HIE's - at the state and community level. The "Building a Data Driven Culture" video learning series was produced by the Center for Care Innovations (CCI), a California based non-profit organization, with funding from the California HealthCare Foundation. The resource center consists of short videos that capture the knowledge dissemination and skill building presentations from CCI's Safety Net Analytics Program, a year long grant funded program aimed at building the foundations for a strong analytics program among community health centers. A focus of these videos is to highlight the importance of treating data as a strategic asset of an organization, how to effectively manage data and demystify many of the processes that are necessary for good data management, and how to increase data literacy throughout your organization.
