Health information exchange (HIE) is a fundamental element of population health management, enabling providers to generate richer datasets, analyze gaps in care and drive clinical improvements for achieving healthier populations. The consensus among industry experts is both basic and advanced HIEs offer significant potential, yet there is limited scientific literature evaluating these specific capabilities, making it difficult to assess the overall effectiveness of HIE organizations. Population health management encompasses a range of activities aimed at improving outcomes and reducing costs for different groups of patients. To better understand how organizations are approaching population health management, eHealth Initiative surveyed provider organizations in 2016. The survey questions addressed how health information technology supports patient engagement, analytics, and care management.
