New Report Reveals Growing Role HIEs Play in Integration of Claims and Clinical Data

Findings From eHealth Initiative Foundation’s Annual Survey Show Majority of HIEs Are Experiencing Increasing Payer Demand for Access to Clinical Data

 

WASHINGTON – May 16, 2019 – Today eHealth Initiative (eHI) Foundation released the results of its annual survey on the status of health information exchange. The report, 2019 Survey on HIE Technology Priorities, supported by Orion Health, uncovers a number of key trends such as the importance of value-based care in decision-making, the increasing demand for integration of clinical and claims data, and the growing participation of payers. The eHI survey collected responses from 53 U.S.-based HIEs in 35 states on a number of topics including technology adoption, data exchange, and business drivers and challenges. A broad swath of organizations representing all corners of the nation were represented, including regional or community HIEs, state designated HIEs, private or proprietary HIEs, and hybrid HIEs.

“HIE priorities have changed significantly since we first started doing this survey in 2004. Fifteen years ago, HIEs were worried about developing a sustainable business model. Today, their work is driven by value-based care initiatives,” says Jennifer Covich Bordenick, chief executive officer of eHealth Initiative Foundation. “In past years, we didn’t see a lot of participation on the part of payers. The participation of payers in exchanges has grown and helped lead to the increased integration of claims and clinical data.”

“Clinical data can help stakeholders lower their administrative costs and improve the reporting process. As HIEs see an increase in demand for more access to clinical data from the payers in their exchange, technological solutions become increasingly important in helping HIEs provide their valuable services,” says Dr. Chris Hobson, chief medical officer of Orion Health.

 

Key Findings of the HIE Survey

  • 92% of respondents state that value-based care trends influence their decisions about technology adoption
  • Managing risk and delivery on value-based contracts is one of the top business drivers for 58% of respondents, while easier integration through APIs and providing clear value to end users each represent top drivers for 47% of respondents
  • Respondents are prioritizing interoperability (47%), value-based care (43%), and integrating workflows (40%) in the next two years
  • Respondents are offering services such as provider alerts (77%) and HIE to HIE exchange (72%)
  • Very few respondents are offering services such as remote patient monitoring (6%) and 40% are not likely, or not very likely, to adopt remote patient monitoring in the next two years
  • 67% of respondents have seen a significant, or very significant, increase in demand from payers for more access to clinical data
  • The most significant challenges in managing claims and clinical data are data quality issues (58%), cost of technology (56%), and availability of qualified staff (49%)

HIEs echoed the importance of the survey’s findings, “The ability to integrate both clinical and claims data into the HIE makes us a viable place for providers and health care professionals to access population analytics and manage future risk. The value of data aggregation and analytics technology to the State of Maine is having access to information that positively impacts health outcomes and, ultimately, people’s lives,” says Katie Sendze, director, client operations, programs, HealthInfoNet (Maine).
